推进“互联网+政务服务”对策研究——基于山东省部分政府部门“放管服”改革第三方评估

基于对山东省部分政府部门"放、管、服"改革第三方评估的视角,目前"互联网+政务服务"存在的问题有:网上服务平台普及率不高、网络化服务水平欠佳、电子档案认可和利用度低、网络服务意识不强、网上服务平台宣传推介不够、网上服务平台的兼容性不强、部门间信息壁垒尚未打破等。文章梳理了"互联网+政务服务"理论研究的轨迹与现状,在深入进行理论思考和研究的基础上,提出推进"互联网+政务服务"纵深发展的建议是:优化再造服务流程,优化再造服务平台,着力打通数据壁垒,强化对政策措施落实督查力度,提升政府驾驭"互联网+"能力,培养"互联网+政府服务"新理念,营造"互联网+政务服务"舆论氛围,加强系统和信息防护能力。

From the perspective of the third party assessment on the retorm of ＂streamlining administration and delegating power, strengthening regulation, improving government services＂ of some government departments in Shandong province, the existing problems concerning ＂Internet plus government affairs service＂ are：the Internet service platform penetration rate is not high, the performance of networking service is poor, the acceptance and utilization for earchives is not enough, the net- work service consciousness is not strong, the promotion on online service platform is not enough, the compatibility of online service platform is not strong and the data ban＇iers among departments need to be broken, etc. After summarizing the track and present situation of the theoretical research on Internet plus government affairs service, based on in-depth theoretical thinking and research, we propose the countermeasures as below： The service process needs to be optimized and reengineered, tbe service platform needs to be reengineered and the data barriers need to be broken. Furthermore, it is necessary to strengthen the supervision on the implementation of policies and measures, to improve the government ability in utilizing the Internet plus, to cultivate a new concept of Internet plus government affairs service, to create the atmosphere of public opinion, and enhance the ability of system and information protection.
