摘要
阐述国内外页岩气开发现状,应用SWOT分析方法分析城市燃气企业进行页岩气投资的内部因素和外部因素,指出投资风险(投资成本高、回报率低及回收周期长风险与最低工作量要求风险),分析城市燃气企业三种可能的投资方式(参与探矿权招标,获得矿区,自主开发;入股有探矿权且有对外合作经营权公司,合资开发;参与基础设施建设项目,进行气源周边投资)及可行性。
The shale gas development situation at home and abroad is described. The internal and ex- ternal factors of shale gas investment for city gas enterprises are analyzed by the SWOT analysis method. The investment risks such as high investment cost, low rate of return, long payback period and minimum obligation work requirement are pointed out. Three kinds of investment ways for city gas enterprises such as autonomous development by participating in mining rights tenders to obtain mining area, joint venture development by buying shares of large-size enterprises with both mining rights and foreign cooperation qualification and peripheral development by involving in shale gas infra- structure projects as well as their feasibility are analyzed.
