网络虚拟社会治理机制创新:现实挑战与应对策略

Innovation of the Network Virtual Social Governance :Realistic Challenge and Coping Strategy

伴随着互联网技术的飞速发展,网络虚拟社会已成为人类生活的重要场域。然而,去中心化、开放性、民主化与技术化等网络虚拟社会的新特征对治理机制提出了新的治理要求:即分权化、协同化、网络化和技术化,但现实社会治理模式却无法有效回应网络虚拟社会在治理方面提出的挑战——扁平的治理结构、多样的治理需求、网络的多元参与、技术的飞速发展。因此,急需建立一个回应网络虚拟社会治理要求、适应网络虚拟社会新特征,内含主体合作机制、行动互补机制、资源共享机制、技术支持机制、制度配套机制在内的协同治理模式,这样,才能实现网络虚拟社会的协同治理。

With the vigorous development of Internet,the virtual network society has become the significant field of human life.Meanwhile,the new features of the virtual network society,characterized by de-center,openness,democratization and technicalization raises new requirements to governance mechanism：decentralization,collaboration,networking and technicalization.However,the realistic governance model cannot give an effective response to the governance challenges of the virtual network society in flat governance structure,multiple governance requirements,cyber multiple participations and rapid development of science and technology.On that account,we desiderate a collaborative governance model which could respond the governance requirements of the virtual network society and adapt its new features,as well as containing the mechanism of subject cooperation,complementary action,resources sharing and supporting system,to achieve the good governance of the virtual network society.
