中国煤炭行业工程技术人才供求失衡问题探析 被引量:4

An Exploration into the Unbalanced Supply and Demand of Engineering Talents in Chinese Coal Industry

摘要 通过煤炭行业人才供需关系的数据分析,发现高等教育管理体制改革以来,中国煤炭行业的人才供求呈现出了双向动态失衡的整体性特征,按照其演进过程又可划分为供不应求、迅速膨胀和供过于求三个阶段。在行业人才供求矛盾的演进过程中,行业的市场容量起到了决定性的作用,市场和计划两种体制起到了制约性的作用,教育自身的特殊性则起到了基础性的作用。建立第三方评价指导机制,推动供给侧改革,实施人才储备计划,有助于解决行业人才的双向失衡问题。 Based on the data analysis of the relationship between supply and demand of coal industry, it is found that the supply and demand of talents in Chinese mining industry has emerged an integral character of two-way dynamic imbalance since the reform of higher education management system. According to its evolution process, it can be divided into three stages as short supply, supply and demand both flourishing, and supply exceeding demand. In the course of the contradiction between the supply and demand of talent in the industry, the market capacity plays a decisive role, both the market and the planned system play a restrictive role, and the particularity of education plays a fundamental role. The establishment of third-party evaluation, promotion of supply-side reform, and application of talents storage plans will help solve bilateral unbalance of talents.
