[Purpose/significance]The paper is to establish an intellectual property （IP） transfer platform to bridge supplier and demander of IP. [Method/process]The paper analyzes the demand for IP transfer platform, puts forwards design patterns and develop- ment techniques, designs and builds the platform. [Result/conclusion]The platform operates online successfully, realizes IP resource sharing, meets the administrative department＇ s requirements of freedom of information, and convenient transaction.
