摘要
以传统煤炭资源枯竭型城市焦作为例,从抗震、防洪、消防、人防和应急能力5个方面,采取资料收集、现场踏勘、样本分析的方法进行了数据采集,运用层次分析法(AHP)对数据进行了计算,并根据数据采集情况与计算结果对城市综合防灾系统与各级指标层进行了赋分与等级评价,其得分为5.383 6,评价等级为一般。对焦作这类煤炭资源枯竭型城市防灾体系的建设提出针对性的建议。
From the earthquake, flood control, fire, civil air defense and emergency capacity in 5 areas, the traditional coal resource-exhausted city Jiaozuo was taken as an example. The methods of information collection, site and sample analysis for data acquisition were used. And the analytic hierarchy process (AHP) was used for calculation. According to the data collection and calculation results,the evaluation of the urban comprehensive disaster prevention system and all levels of the target layer were carried out. The score was 5. 383 6. And the evaluation level was general. Finally, it proposed the specific suggestions on the construction of disaster prevention system for the coal resource-exhausted cities such as Jiaozuo.
