摘要
从征地区片综合价格内涵着手,运用因素定级法进行区片划分,并将征地涉及的不同利益主体——政府、农民以及开发商看作"理性经济人"。为追求效益最大化,采用地价折中法即工业基准地价剥离法、社会保障法、收益还原法加权进行征地综合地价测算。最后以湖北省鄂州市为例进行实证研究,得出鄂州市征地区片价格为一级区片224.94元/m2,二级区片192.11元/m2,三级区片163.53元/m2,并在此基础上与当地的现行补偿标准进行对比分析,探讨其方法的可行性与可操作性,为完善征地区片综合价的制订提供参考,也为土地增值收益合理分配提供科学依据。
Proceeding from the connotation of integrated land section price, this paper used the gradation factor methods to divide different zones, and took the different stakeholders involved in land : government, farmers and land developers as"rational economic man". To pursue benefit maximization, land price average method was adopt, which took the weight from the industry benchmark land price stripping method, social security price method and get the final integrated price of land expropriation. Finally E'zhou city of Hubei province was took as an example for empirical research, the results show that level 1 area was 224.94 yuan / m2, level 2 area was 192.11 yuan / m2, and level 3 was 163.53 yuan / m2. By comparing with the local current standard of compensation price, the paper analyzes the feasibility and operability of the methods, provide reference for improving the development of integrated price of the land area, and provide a scientific basis for the rational allocation of land value-added benefits.
