户籍制度改革与农业转移人口市民化问题探究

Household Registration System Reform and the Citizenization Problem of Agricultural Transfer Population

从中国户籍制度的历史演变进程、典型城市户籍制度改革尝试和户籍制度改革的经验启示中分析了市民化进程在户籍制度改革中遇到的阻碍。在此基础上进行了深化户籍制度改革的分析,提出了应从财政制度、土地制度和城市接纳力等方面考虑构建市场化流动的资源配置体系和城乡、区域之间公正平等的一体化国民身份体系。

From the historical evolution process of the household registration system in China,experiences of typical urban household registration system reform and the experiences and enlightenment from the household registration system reform,the obstacles of citizenization process in the reform of the household registration system were analyzed. Based on the thoughts of deepening the household registration system reform,it was concluded that the construction of the market oriented mobility-based resource allocation system and the integrated national identity system with urban-rural and inter-regional justice and equality should be considered from aspects of the financial system,land system and city acceptance.
