Analysis on Lifelong Responsibility System for Ecological Damage Based on the Theory of Public Resources

损害生态终身追责制度是健全环境保护法规、推进生态文明体系建设的关键,公共资源理论是该制度的理论基础。尽快建立损害生态追责制度,规范相关行政行为,已成为学术界与实务界的共识。本研究首先尝试界定损害生态终身追责制度,并通过公共资源理论阐述该制度的理论基础,从而为健全、完善该追责制度提出了政策建议。

Lifelong responsibility system for ecological damage is critical to improve the environmental protection laws and promote the construction of ecological civilization system, and the theory of public resources is the theoretical basis of the system. As soon as possible to establish an responsibility system for ecological damage, and regulate the related administrative actions, has become the consensus in the academic and practical circles. It was the first attempt to define the connotation of lifelong responsibility system for ecological damage, and then analyze the system’s theoretical basis from the theory of public resources, and thereby put forward political suggestions for improvement and perfection of the responsibility system.
