关于城镇化进程中公共图书馆建设的实证分析

论文提出了政府的效用函数,结合预算线推导其效用最大化的均衡条件。由于公共图书馆服务具有外部性,因此政府在公共图书馆方面的投入将小于在其它方面的投入。通过数据比较,论文说明近年来公共图书馆投入滞后于城镇化进程,指出应该增加公共图书馆投入,跟上城镇化步伐,并逐步完善服务内容,探索多元化运营模式。

This paper puts forward the utility function of government and derives the equilibrium conditions of maximum utility according to the budget line. Because of the externality of public library services, the government investment of the public library will be less than the investment of other aspects. Through data comparison, it proves that the investment of public library lags behind the process of urbanization in recent years, and points out that the investment in public libraries should be increased to keep up with the pace of urbanization, and the service content should be gradually improved and the diversified business model should be explored.
