网络NGO的规范之路——从网络NGO在网络舆论中的作用说起

随着中国互联网的发展,网络NGO成为一支新兴的力量登上了历史的舞台。与线下NGO相比,网络NGO在网络舆论中作用更为突出,表现为,作为网络舆论先锋,主动引导网络舆论的方向;通过网络搭建公益平台,在公益平台上开展公益活动引导并影响舆论导向;甚至网络NGO直接控制并利用网络舆论组织公众直接参与公共活动,将网络的舆论力量与现实的公众力量集合起来,通过舆论推动公共政策的进步。面对网络NGO的发展以及其对社会舆论和社会发展的影响,有必要通过规范引导其发展。在规范过程中应当坚持自由设立和分类规范的原则,一方面给予网络NGO设立以一定的自由空间,另一方面又要对其进行必要规范,保证其有序发展。

Firstly ,as a pioneer of the network public opinion,the network NGO guides the network public opinion. Snetwork NGO carries out the public welfare activities that influence the network public opinion. Thirdly,the network NGO controls and uses directly the network public opinion to organize the public to take part in the public events, combines the strength of the network and the reality,and so promotes the improvement of the public pof the development of the network NGO and its influence of the social consensus and development,it is essential toregulate the network NGO. In the process of regulating the network NGO, there are two principles wbeyed. On the one hand, the network NGO can be set up freely; on the other handing to classification criterion.
