On Vocational Education Governance in China:Practical Dilemma and Requisite Pursuit

摘要 由于治理理论发展背景被误读、职业教育治理研究未及内里、职业教育体制单一、职业教育多元主体尚未形成共同的价值追求等原因,当前我国职业教育治理身处某些困境之中:政府"单向度"推进治理变革、市场主体过度强调市场原则与经济规则、职业院校内部治理主体错位、双重赋权的行业协会的第三部门立场不坚定等。为了实现职业教育治理的目标,政府需要主动打破利益藩篱、主导治理顶层设计,职业院校完善内部治理结构、提升治理能力,市场有所为有所不为,第三方坚定自身立场,多方共建公共信息平台。职业教育治理走向成功必须夯实民主、法治、公开的基础,必须依靠职业教育各利益相关方建立共同价值追求、各尽其职、协商善治。 Chinese vocational education governance is now trapped into predicaments because of misreading of the social and academic background of the governance theory, lack of in-depth and systematic study of vocational education, the single system of Chinese vocational education, the multiple subjects of vocational education not yet forming a common value pursuit and so on. These predicaments are:government implementing governance unilaterally, market subject overemphasizing on market principles and economic rules, dislocation of the internal governing subjects in vocational colleges, the Third-Sector of double-powered trade association not standing its position firmly and so on. In order to realize the goal of vocational education governance, the government needs to break the barriers of interest and lead the governance of top-level design. Vocational colleges and universities should improve internal governance structure so as to enhance governance capacity. Market should pursue the spirit of doing certain things and refraining from doing other things. The third party should stand firmly on its own position. Multiple parties build the public information platform. The success of vocational education governance must lay a solid foundation of democracy, rule by law and openness/publicity and must rely on common value pursuit of vocational education stakeholders from different parties, through each party performing its own functions, consulting with each other and good governance.
