随着以围绕知识应用情境促进知识生产为特征的知识生产模式II的出现,传统的以学科、专业为基础的基层学术组织日益式微,并逐渐被新的基层学术组织——学科-专业-产业链所取代。在基层学术组织变革下,地方高校协同治理,要充分发挥多元利益相关者在体制机制创新当中的作用,形成以学科-专业-产业链为地方高校基层学术组织、面向地方产业发展和多元利益相关者共同参与的协同治理机制。
