摘要
应急广播作为重要的应急手段,在2013年芦山地震中得以首次应用并取得巨大成功。并且,这次"试水"也帮助摸清了我国国家应急广播体系建设中存在的问题,如地方政府对应急广播的应急管理功能认识不足,国家应急广播体系缺乏顶层设计与模式架构,运行规范与工作机制缺失,人、财、物等保障储备不足等。为此,需要建立统一、高效、权威的应急广播管理体制,贯彻以应急准备为核心的综合应急管理理念,与权威信息机构建立信息共享和对接机制,加强应急广播品牌建设,充分与新媒体进行融合。
As an important method for emergency management,emergency broadcast for the first time was used in Lushan Earthquake response in 2013. It helps expose problems still existing in our national emergency broadcast system;such as the lack of understanding of the emergency management functions of emergency broadcasting of local government,the lack of top-level design and mode structure, the absence of operational norms and working mechanisms, and inadequate reserves of human, finan-cial and material resources. Given this,the paper provides with some improvement measures as follows: to establish an author-ized agency, to promote the importance of emergency preparedness, to coordinate with senior information - related organizations,to strengthen brand building, and to cooperate with new media.
