我国尾矿库事故统计分析及对策建议

Statistical Analysis and Countermeasures of Tailings Accident in China

针对我国尾矿库事故统计分析及相关对策建议问题,利用文献研究法和数量研究法,分别从尾矿库事故统计分析的必要性、我国尾矿库现状、尾矿事故及发展趋势分析、尾矿库事故教训及应对对策4个方面进行研究。结果表明:1我国尾矿库安全状态、管理水平参差不齐,危库、险库、病库还占有一定的数量,治理任务艰巨;2溃坝、洪水浸顶、滑坡是引起尾矿库事故的主要原因,占到76.67%;3坚持科学规范管理,贯彻"安全第一,预防为主,综合治理"的方针,针对不同情况制定科学的应对措施,认真负责,尾矿库事故是可以控制的。

This paper aiming at the statistical analysis of the tailings accident in China and relevant countermeasures and sug-gestions , using literature research method and quantitative research method, the four aspects are studied respectively： the neces-sity of statistical analysis of tailings accident; current situation of tailing reservoir in China; the analysis of tailings accident and the development trend of China; the lessons of tailings accidents and countermeasures. The results showed that： firstly,China＇s tailings reservoir safety status and management level is mixed. Secondly, dam failure, flood dipping and landslide are the main causes of tailings accidents, accounting for 76. 67%. Thirdly,to adhere to the scientific and standardized management,imple-ment the ＂ safety first,prevention first,comprehensive management＂ approach,for diferent situations to develop scientific re-sponse measures,serious and responsible, tailings accidents can be controlled.
