考虑抽水蓄能电站服务下梯级电站施工度汛效益补偿研究

摘要 汛期通过上游水电站和抽水蓄能电站水力电力调度,可保障下游施工在建电站度汛安全。为有效地均衡上下游风险,合理分摊合作利益,以某流域上下游电站及抽水蓄能电站为例,分析三者合作中的成本效益,构建了基于Shapley值的施工度汛效益分配模型。考虑各主体利益相关者的满意度,给出协商调节方案,对分配结果进行改进,最终实现效益补偿额的定量测算。将该模型应用到工程实例分析中,发现该方法较客观地反映了主体风险的转移规律及合作贡献程度,为实现梯级条件下主体的效益补偿提供了依据。 Regulation of upstream reservoir and power supply of pumped storage station can ensure flood prevention safety of the downstream dam during construction.In order to balance the risk and benefit,cascade hydropower stations and pumped storage station were selected as the study objects.Their cost and benefit in cooperation were analyzed,and a model for flood prevention benefit sharing based Shapley value method was proposed.Then the stakeholder satisfaction was considered to improve the result.Finally,the benefit compensation amounts for subjects were achieved.An illustrative example proves that this method can objectively reflect risk transfer rule for each station and give contribution degree in cooperation.This study provides a basis for benefit compensation of cascade hydropower stations construction.
