普通高中全面实现特色发展目标,制度保障至关重要。重视制度是学校实现特色发展的基本经验,制度创新是普通高中特色发展推进的先导,制度体系建设是实现特色发展的根本保障。立足制度分析的视角,普通高中实现特色发展,亟待以制度创新为突破,把握正式制度创新和非正式制度优化两个重点,重构特色发展运行机制,形成全面系统的制度保障体系。

Institutional security is of great importance for regular high schools to entirely realize the target ofcharacteristic development. According to the findings of case study,to attach importance to system is the basic experiencefor schools to realize characteristic development. System innovation is the forerunner of regular high schools to pushforward the characteristic development. System construction is the fundamental guarantee to realize characteristicdevelopment. Based on the view of system analysis,in order to realize characteristic development in regular high schools,there is urgent need to take the system innovation as the breakthrough,holding the two key points of formal institutioninnovation and informal institution optimization,reconstructing the running mechanism of characteristic development andforming the overall systematic institution security system.
