摘要
运用超效率DEA模型测算了27个煤炭资源型城市2004-2013年的生态效率,利用Malmquist指数对煤炭资源型城市的生态效率进行了分解分析,结果表明:煤炭资源型城市生态效率呈平稳增长趋势;东部地区生态效率明显高于中部和西部地区;技术进步对生态效率增长的贡献最大;规模效率和生产管理水平对生态效率的提升具有正向作用。对生态效率影响因素的实证检验结果显示:城镇化率和产业结构对生态效率有正向影响但不显著;煤炭产量对生态效率有显著的负向影响;生产技术水平、资源回收率、利用外资水平、研发强度对生态效率有显著的正向影响;不同类型的城市生态效率差距显著。
This essay calculates the eco - efficiency in twenty - seven coal - based cities by using super - efficient DEA method, and analyzes the eco- efficient by Malmquist Index. The results show that the eco - efficiency of coal - based cities presents a steady growth trend recently. The eco - efficiency of the eastern coal - based cities is much higher than the western and central cities. The contribution of technological progress to eco- efficiency is the largest, and the scale efficiency and the level of production management restrict the growth of eco - efficiency. The resuhs from an empirical test on the influence fac- tors of eeo - efficiency show that urbanization rate and the industrial structure may have a negative impact on the eco - efficiency but not significantly, while the coal production have a significantly positive impact on the eco - efficiency. The production technology, the resource recovery rate, the utilization of foreign capital and the R&D intensity have a significantly influence on the eco - efficiency. There are significant differences in the eeo - efficiency of different types of coal - based cities.
