高校去行政化问题与路径创新研究——以河北省为例

摘要 目前,我国高校普遍存在着行政化弊端,导致学校缺乏自主权、学术主体地位不足、学术评价功利化等问题,高校去行政化改革亟待深化。从河北省高校情况来看,行政化成因主要有社会原因、体制原因、高校自身原因。要解决这一问题须进一步扩大高校自主权,理顺政校关系;试行高校理事会制度,建立科学的高校管理机制;改革高校内部管理机构,健全完善相关制度;建立第三方评价机制,规范自主办学。 Nowadays, the problem of administration generally exists in the universities of China, this leads to the lack of autonomy in universities, the dominant position of academic is less important and academic evaluation is utility, the reform of getting rid of the administrative in universities is needed to be deepened. Looked from the situation of Hebei province, the reasons of administration in universities include social reasons, system reasons and self-reasons. To solve the problem, firstly, further expanding the autonomy in universities and smoothing relationship between government and universities. Secondly, trying out council system and establishing scientific management system. Thirdly, reforming the internal management department in universities and improving the relative rules. Fourthly, setting up a third-party evaluation mechanism and regulating self-running of universities.
