广东省小型水利工程管理体制改革进展与对策探讨

Development and Countermeasures of Management System Reform about Small Water Conservancy Project in Guangdong Province

按照国家和广东省的有关部署,我省积极推进小型水利工程管理体制改革工作,成立了相关的办事机构,制定了改革实施方案,并按照试点先行、以点带面的原则,在全省范围内建立试点,明晰了小型水利工程权责,落实了工程管护主体和经费,使管理更加规范,体制更加顺畅,为我省改革工作的全面铺开打下了基础。该文总结了我省改革工作的措施和进展、存在的问题和解决对策,可供省内和全国的其他地区借鉴。

In accordance with the relevant of the State and Guangdong province, the provincial government actively promoted the reform about the management system of small water conservancy project, set up the related service organization, and formulate the implementation plan. According to the principle of ＂conduct trials first＂ and ＂point toan area＂, set up pilots in the province, clarified responsibilities, implemented management subject and funds, management had been more standardized, the system had been more smooth, to lay a foundation for the full swing of the reform work in our province. This paper summarized the measures and developments, problems and solutions of the reform in our province. Those could be used for reference in other areas of the province and the country.
