湖北省科技人才政策构成与发展——基于2001-2015年政策文件的计量分析

The Constitution and Development of Science and Technology Talents Policy in Hubei Province——Based on the Econometric Analysis of Policy Documents from 2001 to 2015

文章以"十五"至"十二五"时期共十五年间湖北省的科技人才政策为对象,从"政策时期"、"政策对象"、"政策类别"和"政策文种"四个角度对政策进行了统计分析,系统归纳了湖北省科技人才政策的特征、内容与发展情况,并提出了不足与建议。

Based on the policy of science and technology personnel in Hubei province for 15 years from the ＂Tenth Five-Year Plan＂ to the ＂Twelfth Five-Year Plan＂ period, the paper analyzes the policy objectives, policy objectives, policy categories, and systematically summarizes the characteristics, content and development of sci- ence and technology personnel policy in Hubei Province, then shortcomings and suggestions are discussed.
