When the call of the capital-intensive time comes, with the goal of ＂Agricultural Productivity 4.0＂, the cross-straits agricultural industries focus on the integration of the respective dominant resources, in or- der to push forward the progress of agricultural technology and share the benefits of the technology market. Fol- low the lead of the Internet and agricultural technology which is under the leadership of Taiwan＇s agricultural and biological science and technology, the Market innovation of and the profit mechanism＇ exploration of the Indus- try-Academy-Cooperation of Taiwan＇s Agricultural Science and Technology in China's Mainland have been escala- ted to a new level by the cooperative developments of cross-straits agricultural and Sci-Tech Industry-Academy- Cooperation. This requires China's Mainland make innovative adjustments and improvements in four certain areas： the design philosophy of innovation system and governmental service, the construction of the security system of rnarketization mechanism, the broken of the institutions barriers as well as the foundation of marketing justice and the exploration of dynamic mechanism of the localized sustainable cooperation.
