Paths and Measures to Promote Agricultural Supply-side Structural Reform in Shanghai

农业供给侧结构性改革是农业结构调整的"升级版",也是当前加快转变农业发展方式的"总抓手"。上海推进农业供给侧结构性改革,一定要结合都市农业的特点:既要保障农产品有效供给,又要为城市生态提供服务;既要以问题为导向,着力补齐"短板",又要以目标为引领,加快农业现代化进程;既要优化农业发展的外部环境,更要增强农业生产经营主体的内生动力,核心是提高农业全要素的生产力。

Agricultural supply-side structural reform is the ＂ major Releases＂ of agricultural structure adjustment,and is the ＂starting point＂ to accelerate transforming agricultural development mode.To promote the agricultural supply-side structural reforms,Shanghai must focus on characteristics of urban agriculture：not only to ensure the effective supply of agricultural products,but also provide services for the ecological city;oriented by problems,then strive to make up the ＂short board＂,regard the target as a flag,accelerate agricultural modernization at the same time;optimize the external environment of agricultural development,and pay more attention to the endogenous power of business entities,the core is to improve productivity of agricultural total factor.
