产业园区周边乡镇的产城乡一体化规划

文章通过对北京经济技术开发区与周边乡镇在城镇化过程中的相互作用机制,以及乡镇空间发展特征的研究,发现紧邻开发区的乡镇在建设中存在重生产轻生活、镇工业区与生活区之间的公共设施配置失衡、城乡用地增减挂钩机制不健全及土地增值收益分配不合理等问题,分析这些问题的根源在于传统发展模式未做好城乡发展权与收益权的统筹,进而提出在新型城镇化战略下实现收益权共享、发展权共享、产业平台共享和社会责任共享的实施路径。

With Beijing economic development zone case, the paper studies the interaction between industrial parks and nearby towns, and the spatial characters of towns. The paper finds that nearby towns weigh industry over life and caused problems such as imbalance between industrial parks and life areas, incomplete land use institution, and irrational al ocation of incremental land value. An analysis of the problems reveals that traditional model is weak in the integration of development right and benefit right. An approach is proposed to realize sharing of benefit, development, industrial platform, social responsibility in new urbanization.
