关于加强办理道路交通案件和事件中物证检验鉴定的思考

随着我国道路基础建设飞速发展，机动车、人流、物流成倍增长，驾驶人数量急剧增加，道路交通事故频繁发生。道路交通事故案件处理的公平、公正以及科学性、法律性、规范性、准确性和案件的侦破率高低等已成为社会关注的热点问题。本文就公安交警事故处理的现场勘验和物证鉴定现状，从体制机制、技术装备、业务技术、信息化应用、机构设置等进行阐述，就增强公安交警事故处理队伍建设、机构设置和工作职责的紧迫性、规范性以及如何实施科技强警战略，加快建设一支专业齐全、机构健全、程序规范的公安交警事故处理专业技术队伍，提出看法和对策。

With the rapid development of road infrastructure, the rapid growth of the number of motor vehicles, the road users and the logistics in China, road traffic accidents occur frequently. Whether the road traffic accidents are handled fairly, impartially, scientifically, legally and accurately and whether the case solving rate is high, all these have become hot social concerns. Based on current road accident scene investigation and the physical evidence identification, the author elaborated his views from the aspects of the system and mechanism, the technical equipment used, the application of information technology and other technologies, and the setup of organizations, and proposed his countermeasures on the urgency and the necessity of standardization in traffic accident handling team construction, the setup of organizations and the defining of the work responsibilities, as well as the way to implement the strategy of strengthening the police by science and technology and to speed up the cultivation of a specialized and well-organized technical team with complete profession and standardized procedures in handling traffic accidents.
