摘要 开展土地整治实施效果评价是国家的需要,也是土地整治自身发展的需要。为揭示土地整治实施效果好坏的原因,从土地整治单项工程出发,选取新增耕地率、土地平整率、田块规整度等15项因子建立评价指标体系,综合层次分析法和模糊综合评价法,构建改进的模糊层次评价模型(AHP-Fuzzy)对土地整治项目工程实施效果进行评价和分析,并以贵州关岭土地整治项目进行实证。结果表明:(1)该项目工程实施效果较好,评价结果为80.7分,项目整体达到了规划设计的预期效果。其中,土地平整工程和灌排水工程实施效果较好,道路工程和农田生态工程实施效果好。(2)基于改进的AHP-Fuzzy土地整治工程实施效果评价结果较为客观准确,该评价方法是一种有效的、可操作性较高的工程效果评价方法。 The benefit evaluation of land consolidation is the requirements of the country as well as the self-development of land consolidation. The evaluation index system was consisted of 15 indexes, such as the growth rate of newly-increased cultivated land, land levelling efficiency, regularity of field and so on in land consolidation engineering. It was employed to reveal the good or bad reasons for the implementation effect of land consolidation project. This paper took land consolidation project in Guanling County of Guizhou Province as a case, built the ameliorate AHP-Fuzzy by using the methods of analytical hierarchy process and fuzzy synthetic evaluation, evaluated the implementation effect of land consolidation. The research results showed as follows: (~)This implementation effect of land consolidation project was better with a score of 80.7, and reached the expected impact in term of project planning and design. The implementation effects of land levelling project and drainage and irrigation project were better than those of road engineering and farmland eco-engineering. (~)The evaluation results for the implementation effect of land consolidation based on AHP-Fuzzy was relatively objective and exact, and the evaluation method was effective and of high maneuverability in the evaluation of engineering effect.
