反贫困:推进民族地区基本公共服务均等化的思考——以武陵山片区为例

Anti-poverty:Thoughts About Promoting the Equalization of Basic Public Services in Ethnic Areas:Taking the Wuling Mountain Areas for Example

对有关贫困、基本公共服务均等化方面的先行研究做了简单回顾,阐明基本公共服务供给不足和非均等化已成为民族地区贫困的重要原因。探讨武陵山片区贫困与基本公共服务非均等化现状,对基本公共服务缺失原因进行了分析。在此基础上提出扶贫攻坚工作必须与区域基本公共服务均等化结合起来,把实现基本公共服务均等化作为新阶段反贫困的重大任务来抓,并提出进一步完善民族地区基本公共服务均等化的对策和建议。

This paper briefly introduces the current research on the equalization of the poverty and the basic public services, and expounds that the undersupply of basic public services and non-equalization of basic public services has become an important reason for the poverty in ethnic areas. Discussed the current situation of poverty and non-equalization of basic public services,and analyzed the reasons for the lack of basic public services in Wuling mountain areas. On this basis proposed that tackling the hard-core poor should be combined with regional equalization of basic public services,regarded achieving the equalization of basic public services as an important task of anti-poverty in new stage to grasp,and put forward some policy suggestions to improve the equalization of basic public services in ethnic areas.
