The Dilemmas and Countermeasures of Government Procurement of Public Library Service

政府购买公共图书馆服务作为政府文化职能转变的重要举措,其主体层次划分及其职责界定是有效实施政府购买公共图书馆服务的逻辑起点和前提,并直接关系其整体的服务绩效。本文借鉴政府购买公共服务的"四元一体"分析框架,构建了政府购买公共图书馆服务的主体范畴,并通过对四元主体制约因素的分析,探讨政府购买公共图书馆服务的策略。

Government procurement of public library service has become an important measure of the transformation of government＇s cultural functions. The division of subject level and the definition of its responsibilities are the logical starting points and prerequisites for the effective implementation of government procurement of public library service, which decide the whole service performance. Using the analysis framework of ＂four-in-one＂ of government procurement of public service, this paper consturcts the subject category of government procurement of public library service. It also studies the strategies of government procurement of public library service based on the analysis of the four restricting factors of subject.
