摘要
社会治理微创新是地方党委政府立足基层实际,用微创新的理念看待和处理社会治理工作中遇到的新情况、新问题,以增强人民群众的感官体验和真切感受,提升人民群众的满意度。它具有客户导向性、开放协同性、群众参与性和渐进连续性等特征,可以分为便民服务措施微创新、技术工具改进微创新、治理主体优化微创新、治理平台构建微创新等类型。地方党委政府推进社会治理微创新,一要通过坚持群众路线、遵循法治导向等夯实微创新的基础,二要通过精准管理服务、优化治理流程、确保措施落实等强化微创新的实施,三要通过营造微创新氛围、建立学习型组织和利用信息化技术等加强微创新的支撑。
The micro-innovation of social governance is that based on grassroots reality, the local Party committees and governments' views and handles the new situations and new problems of social governance with micro-innovation philosophy, to enhance people' s sensory experience and real feeling, and improve people' s satisfaction. Its main features include customer orientation, open coordination, mass participation and gradual continuity. It can be divided into four types of micro innovation, namely convenience service measures, technologies and tools improvement, governance body optimization, governance platform construction. In order to promote the micro-innovation of social governance, the local Party committees and governments should: first, tamp the foundation of micro-innovation by adhering to the mass line and following the rule of law; second, strengthen the implementation of micro-innovation by precise management services, optimizing governance process and ensuring measures be applied efficiently; third, enhance the support of micro-innovation by creating a micro-innovation atmosphere, establishing learning organization and using of information technology.
