国际组织视野下的职业教育与培训政策

Vocational Education and Training Policy in the Perspective of International Organizations

联合国教科文组织、经济合作与发展组织、欧盟这些全球性或区域性的国际组织,都非常重视职业教育与培训工作。在不同时期,这些国际组织出台了一系列重要的职业教育与培训政策,这些政策不仅影响了许多国家职业教育与培训政策的制定和实施,提升了人口的职业技能与素质,而且对全球和区域经济社会发展起到了强大的推动作用。对我国的启示是:职业教育与培政策要随着时代发展而与时俱进;职业教育与培政策追求效率的同时要兼顾公平,尤其要照顾弱势群体;职业教育与培训政策应体现终身学习理念。

UNESCO, OECD and EU have attached great importance to vocational education and training, and introduced a series of important vocational education and training policies in different periods. All have deeply influenced the formulation and implementa- tion of many national vocational education and training policy, enhanced the skills and qualities of these populations , and also produced a strong role in promoting the development of the global and regional economy and society. From this, it can be concluded that： first, vocational education and training policy should bring forth along with the development of the times; second, vocational education and training policy should pursue efficiency with fairness, especially for the vulnerable groups; third, vocational education and training policy should embody lifelong learning concept.
