The Reform of Grain Price Subsidy Policy:Based on the Analysis of Direct Subsidies and Price Subsidies

在粮食价格波动的背景下,对于现行粮食价格补贴政策的弊端,有必要对其进行改革。直接补贴与价格补贴是粮食支持政策的不同手段。该文在对两者辨析的基础上,从实现价格由市场机制决定、"价补分离"、补贴与粮食产量挂钩三个角度阐述了粮食价格补贴政策改革的目标取向。该文提出要制定科学合理的价格补贴体系,建立粮食价格信息网络和监测系统,促进粮食期货市场的发展与完善等配套改革政策。

Under the background of grain price fluctuation, it is necessary to carry on the reform against the shortcomings of the current price subsidy policy. Direct subsidies and price subsidies are different and irreplaceable means of grain supporting policy. The paper analyzes the goal of price subsidy from three angles, including the price mechanism decided by market, the separation between price and subsidy, and the link between subsidy and food production. This study proposes a series of supporting strategy, such as formulating scientific and reasonable price subsidy system, establishing information and price-monitoring network, and promoting the development of the grain futures market.
