我国内陆沿边地区建设自贸区的路径探讨

自贸区由沿海向内陆、沿边逐步扩展是发达国家自贸园区布局的规律,也是不断提高经济外向度的内在要求。该文认为,根据美国自贸园区的布局规律,以及我国内陆沿边地区的发展实际,自贸区建设可采取内陆沿边省会城市布局、沿边口岸布局和省会与口岸联合布局的形式。该文还认为,建设内陆与沿边自贸区对我国探索内陆地区管理体制机制转变,促进沿海与内地经济协调发展具有重要的意义。该文指出:经过三年的发展,沪津闽粤两批自贸试验区在贸易和投资便利化、事中事后监管等方面形成了大量可复制的经验,为内陆沿边自贸区的建设提供了借鉴。我国内陆沿边地区设立自贸区具备理论基础、政策基础、区位环境基础和对外发展基础。因此。

Free trade zones extend from the coastal to the inland and border, which is both the embodiment of the layout rules in developed countries and the inherent requirement of enhancing the extroverted degree in Chinese inland and border regions. It is of great significance to construct Free Trade Zones in inland and bordering regions. Free Trade Zones in Shanghai, Tianjin, Fujian and Guangdong provide replicable experiences, which benefit the construction of inland and bordering Free Trade Zones. There are preparations in theoretical basis, policy, geographical environment and external development foundation. Chinese inland and bordering Free Trade Zone should highlight the local characteristics with appropriate policies and flexible and efficient operation management.
