摘要
国土资源部在湖北等三省部署了矿业权年检制度改革试点。为确保试点工作顺利推进,按照矿业权人勘查开采信息公示工作要求,构建了公示系统数据模型,分析了系统业务流程,详述了年检任务管理、勘查开采信息管理等系统模块具体功能,设计了系统分层架构。开发的系统已经在湖北省矿业权年检改革试点中应用,采集了2676个矿业权人勘查开采信息,并向社会公示,接受监督。系统的运用,为全国矿业权人勘查开采信息公示系统建设提供了示范和参考。
Ministry of Land and Resources has adopted pilot mining rights annual check reform in three provinces including Hubei province.To ensure the pilot reform is promoted smoothly,the publicity system data model is built and the work flow is analyzed according to the requirement of publicity of mining rights obligee＇s exploring and exploiting information.Furthermore,functions of the modules,such as the task management of annual check,the management of exploring and exploiting information,are described in detail,and the design of the system architecture is completed.The system has been applied in mining rights annual check reform in Hubei province,acquiring 2676 pieces of mining rights obligee＇s exploring and exploiting information,which has been brought into the public and accept society supervision.The application of the system provides a demonstration and reference to the national publicity system construction of mining rights obligee＇s exploring and exploiting information.
