探讨了逻辑框架法在环境政策后评估领域应用的可行性,并以《规划环境影响评价条例》政策后评估为实例,基于逻辑框架法,从目标、目的、产出、投入4个方面进行后评估分析,找出政策执行过程中存在的问题,并提出改革建议,以供决策者参考和从业人员讨论。

This paper explores the feasibility of logical framework approach regulation used in the field of post-evaluation of environmental policy. Based on logical framework approach, it takes the post-evaluation of “Regulation of Assessment Impact for Planning Environment”as an example,and tries to identify the problems of the policy implementation process by analyzing the effectiveness from the target,purpose,output,into,and proposes reform suggestions for policy makers and practitioners to discuss.
