Design and implementation on evaluation system of technological innovation capability of high-tech enterprises

高新技术企业需要具备较强的技术创新能力。通过建设创新能力评价数据库,从评价指标和评价模型入手构建评价体系,设计并实现一个能够全面、科学、公正评价高新技术企业创新能力的在线评价系统。评价结果可以为政府有关部门从宏观上把握对高新技术企业的创新水平,制定更加适宜和有效的科技政策提供参考依据,同时也有助于企业把握、改善和提高技术创新能力水平,提高竞争力。

High-tech enterprises need to have strong ability of technical innovation. This paper designs and implements a comprehensive, scientific and fair evaluation system to evaluating the innovation capability of high-tech technology enterprises by building innovation capability evaluation database and constructing evaluation system from the evaluation index and evaluation model. The evaluation results can provide reference for the relevant government departments to develop more appropriate and effective policies for science and technology. Government departments can grasp the level of innovation of high-tech enterprises. Meanwhile, the system also helps enterprises to grasp and improve the level of technology innovation ability, and then improve the competitiveness.
