国务院办公厅日前印发《关于促进通用航空业发展的指导意见》(以下简称《意见》),对进一步促进通用航空业发展做出部署。通用航空发展正当其时,面临重大政策机遇。但是目前我国通用航空基础设施落后、配套不完善、产业体系不完备、体制机制未理顺、政策支持不到位、面临的区域竞争激烈,因此,必须抓住机遇,用好有利条件,将国务院办公厅的《意见》落到实处:一要科学谋划,制定通用航空发展的战略规划和扶持政策;二要试点先行,配合国家空管委布局,建设全国低空空域改革试验区;三要夯实基础,加快以机场为重点的通用航空设施建设;四要打造集群,推进通用航空产业链式发展;五要发挥优势,加大国际通用航空人才培养力度;六要宣传造势,搭建有利于通用航空发展的重要平台;七要理顺体制,推动通航业界加强协作合作。

General office of the State Council recently issued the Guidance to Promote the Development of General Aviation （ here referred to as＂ opinions ＂ ） to further promote the development of general aviation deployment. General aviation development timely faces a major policy opportunity. But at present, the infrastructure of China＇s general aviation is backward, supporting mechanism is imperfect, industry system is incomplete, system is not smooth, policy support is unfulfillment and the regional competition is intense. Therefore, we should understand the situation, seize the opportunity, use advantages, reverse unfavorable factors and make the implement of the general office of the state council Opinions. Firstly, we should make a scientific plan, a strategic planning and political support for the develop ment of general aviation . Secondly, we should try to be a pilot place, cooperating with the National air traffic committee to construct a low - altitude airspace reform pilot area. Thirdly, we should make a solid foundation, accelerating the construction of general aviation, with emphasis on the airport facilities. Fourthly, we should create cluster, promoting the development of gen- eral aviation industry chain. Fifthly, we should take advantages, increasing the intensity of the international general aviation talents cultivation. Sixthly, we should strengthen the propaganda, establishing the platform to conducive the development of general aviation important. Seventhly, we should straighten out the system, promoting the aviation industry to strengthen cooperation.
