摘要
联合国环境署在全球环境治理中发挥着日益重要的作用,随着中国国际地位的提高及中国参与国际环境治理程度的加深,我国需要更多地参与联合国环境署的工作,联合国环境署也需要来自中国的工作人员。对联合国环境署岗位的考察以及在华招聘国际职员的情况分析,探讨我国未来环境人才培养的思路,尤其是培养具有国际眼光的环境人才的思路。通过对联合国环境署的用人制度的研究及对瑞士、日本等国环境人才的培养思路进行研究,总结我国现有的经验,提出我国今后环境人才培养的思路。
UNEP has taken an increasingly important role in global environmental governance and Chinese government has recommended Chinese to work in UNEP. The Ministry of Human Resources and Social Security of China has started the website to offer recruitment information for UNEP, and has given trainings on how to be an international civil servant. However, it did not match the large population of China and the financial support given to UN by China and the international status of Cina. Therefore it is urgent for personnel training. In the future, we shall be familiar with the personnel standard and system and shall innovate the mode of personnel training and send more personnel to UNEP.
