在行政体制改革导向下我国城市发展进入新一轮治理周期。使治理运转起来,意味着治理的核心理念和价值观成为常规学科赖以运作的理论基础和实践规范,成为了多元社会主体共同遵从的世界观和行为方式。在我国,城管执法过程中不断出现暴力事件一直影响着我国城市的和谐与发展,西方李普斯基的街头官僚理论为我们提供了一个分析我国城管执法困境的视角。借鉴西方理论,并综合我国实践经验,城市从管理范式向治理范式的转变是应对城管执法困境的战略选择。

A new urban governance round is coming under the reform guidelines of administration system in our country. Making the urban governance work , means the core ideas and values of governance becoming the theoretical basis and practice rules of normal science subjects to operate well, and becoming the view of world and behave manners that the pluralistic social subjects. The incidents of violence appearing constantly during the chengguan＇ s law enforcement has been affected the harmony and development of cities in our country, the street -level bureaucracy theory launched by lipsky in western world provides us a perspective to analysis the predicament of chengguan＇ s law enforcement. Drawing lessons from western theories, according to the practice experiences in our country, the model shift from city management to urban governance is a strategic choice for resolving the violences appeared during the chengguan＇ s law enforcement .
