Discussion of Techniques of Plan Environmental Impact Assessment for Tourist Resorts based on a Case Study

不同于以产业发展为主的工业园区、开发区等,旅游度假区规划环评尚未成为规划环评领域研究或实践的重点,但多数度假区因为其景观资源、旅游资源的独特性、稀缺性等,选址存在较大的环境敏感性。选择位于太湖沿岸的旅游度假区作为典型案例,根据规划环境影响识别结果,确定环评过程中需关注的重要环境影响,据此确定评价重点与工作方法,提出明确规划方案优化调整建议。

Plan environmental impact assessment for tourist resorts has not drawn as much attention as that of industrial parks or industrial development zones, either in research or practice field. However, due to the scarcity and uniqueness of landscape and tourism, locating of most tourist resorts is considerably environmental sensitive. Plan EIA of Taihu Lake tourist resort was discussed as a typical case. Significant environmental impacts of the implement of the plan were identified, and a recommendation to minimize the environmental impacts was generated accordingly.
