水环境保护治理存在的问题及对策研究——以辽宁省为例分析

水是生命的起源,是人类赖以生存不可缺少的元素之一。随着经济的发展和人口的增长,水生态环境面临严峻的挑战,公共水资源的治理、开发和保护工作刻不容缓。水资源与能源问题、人口与环境问题、水环境污染问题已经成为重要的社会问题,水资源与水环境的保护也越来越受到重视。水环境的保护重在树立协调、绿色、共享的理念,本文主要以辽宁省为例分析水环境保护存在的制度缺陷和法律缺陷,并提出对水环境的管理应在法治的理念下完善水管理的法律体系。
