摘要 针对日趋严格的排放控制区(ECA)船舶尾气排放法规,安装海水脱硫装置、使用轻油(MGO)、联合使用MGO和岸电为3种可选择的方案。分析了不同方案的成本及环境效益,并引用投资收益比指标进行评价,环境监管部门和船东可以根据结果科学制定船舶的减排措施。结果表明,投资收益比取决于ECA内航行距离、重油(HFO)和MGO的差价以及岸电成本等多种因素。 In this paper, in view of the increasingly demanding laws and regulations on vessel tail gas emissions in the emissions controlled areas, we proposed three solutions, respectively being installing the sea water desulfurizing devices, using MGO and jointly using MGO and shore power.Then we analyzed the cost and environmental benefits of each of them and evaluated them in terms of the investment-to-benefit ratio.The result showed that the investment-to-benefit ratio depended on the navigation distance in the ECA, the price difference between the HFO and MGO as well as the cost of the shore power, etc.
