Policies and Strategies in Managing Urban Traffic Congestion

治理交通拥堵是我国各大城市当前面对的重要问题,根据各城市的具体问题,交通管理部门实施了各类措施。但就目前状况来看,问题仍然普遍存在而且有愈来愈严重的趋势。从长远发展来看,解决这类难题,我们不仅要借鉴国际经验,同时要结合我国的交通现状和存在的问题进行综合分析,这样才能找出合理解决方案。本文对国际国内治理交通现状进行深入分析,针对我们目前存在的问题,重点以成都为参考对象,构建交通拥堵的治理模式,并在此基础上提出了一套完整解决方法,为我国解决交通拥堵提供重要决策支持。

Major cities in China are now confronting with an important issue of managing traffic congestion; the traffic management sectors have adopted a variety of measures in accordance with its own concrete issues. How- ever,the overall situation regarding this issue is worsening. In the long run, resolving difficult problem of this kind requires us to use international experience as a reference, and make a comprehensive analysis by integrating the existent problems with the current conditions to identify a reasonable solution. This paper makes an in - depth analysis on the current situations of managing traffic congestion both in home and abroad; it aims at ad- dressing the existent problem by taking Chengdu as a reference, and makes an attempt to propose a full set of so- lutions by building up a management model which can be helpful in offering support in the important decision of managing traffic congestion in China.
