基于霍尔三维结构的PPP轨道交通项目风险动态分担机制

Dynamic Risk Allocation Mechanism of Public-Private Partnership Rail Transit Project Based on Hall's Three Dimensional Structure

为设计有效的PPP轨道交通项目风险分担机制,分析了现行静态分担机制的不足,明确了PPP轨道交通项目风险合理分担的概念和原则。依据霍尔的三维理论,构建了包括知识维、时间维和逻辑维的PPP轨道交通项目风险分担的霍尔三维结构理论模型。根据该模型和项目风险管理知识体系,进一步提出PPP轨道交通项目风险规划、三维集成的风险分担实施计划和实施路径,发挥公私合作制的优势,尽可能地降低风险因素对PPP轨道交通项目成功的影响,提高项目的风险应对能力。

To design an effective risk allocation mechanism of public-private partnership（PPP） rail transit project, this paper analyzes the deficiency of present static allocation mechanism and defines the concept and principles of reasonable risk allocation of PPP rail transit project. Based on Hall＇ s three dimensional theory, the theoretical model of PPP rail transit project dynamic risk allocation mechanism is established, including knowledge dimen- sion, time dimension and logical dimension. In aceordance with this model and project risk management knowledge system, risk planning of PPP rail transit project, 3D integrated risk allocation implementation plan and implementation path are put forward, which try to take advantage of PPP, reduce risk influence on PPP rail transit project and improve risk responding ability.
