以广播电视大学为基础建设开放大学,可从以下几个方面进行实践探索:一是以国家开放大学为引领,将开放大学整个办学系统作为一所大学来办;二是以开放大学的职能定位为依据,科学划分国家及省市县开放大学的主要职能与任务;三是以开放、灵活、全纳、终身、优质的开放大学办学理念为核心,创新人才培养模式;四是以提升开放大学综合实力、重拾办学声誉为目标,建立符合开放大学办学特点的质量和运行保障机制。

Based on the Radio and TV Universities, there are several aspects to practice and explore in order to develop the Open Universities. 1. The National Open University is regarded as the lead, the whole system is operated as an entire university. 2. Based on the function orientation of the Open University, the main functions and tasks should be scientifically divided in the Open Universities of the national and provincial cities and counties. 3. The core idea of running a Open University are to be more open, flexible, inclusive, lifelong and high-quality, to innovate the mode of talent cultivation. 4. Enhance the comprehensive strength of the Open University, regain its reputation, and establish a qualified and operational guarantee mechanism in accordance with the characteristics of the Open University.
