基于区间2型模糊灰关联法的智慧城市惠民评价

摘要 智慧城市惠民评价是提高公民满意度的重要措施.以智慧城市惠民评价为研究对象,从市民主观感受出发,结合经典指标的频度分析,建立了以定性指标为主的智慧城市惠民评价指标体系和基于灰关联分析和TOPSIS方法的区间2型模糊集评价模型,减少了定性指标定量化过程中的信息丢失;最后以河北四个智慧城市试点为研究对象进行实证研究,并提出改善智慧城市惠民满意度的几点建议:着重解决民生问题;充分利用互联网优势,实现信息化管理;加强政府政策支持力度等. The Huimin evaluation of smart city is an Important measure to promote Citizen satisfaction.this paper object to study the Huimin evaluation of smart city, Starting from the citizens subjective feeling,combined with frequency analysis of classic indicators,built The smart city evaluation index system with qualitative indicators and the Interval Type-2 fuzzy sets evaluation model based on Grey Relational Analysis and TOPSIS.this model can reduce the information loss during the process of qualitative indicators change to quantitative indi- cators.at last take Heibei province's four Pilot cities of smart city to application and propose some suggestions:First Solve the problem of the people's livelihood;second take the advan- tage of the internet and realization the information management; and last strengthen the government's policy support.
