In reality, people＇s instrumentality and the purpose are under serious confliction. Therefore, relevant measures are put forward： improving the supply system of public goods, strengthening the government regulation, promoting the construction of a comprehensive sharing mechanism under the ownership of the whole people, and establishing the people-oriented corporate culture.
