摘要
创新驱动发展战略是我国在经济新常态下的重要战略选择,其实施需要政府与市场共同发挥作用。根据新结构经济学的理论主张,企业应具备自生能力并伴随要素禀赋结构变化推进技术创新和产业升级,这一过程需要发挥市场在资源配置中的决定性作用,而后发优势、市场失灵等问题的存在为政府发挥产业政策选择、公共产品提供、外部性补偿、协调等作用提供了依据。
The strategy of innovation-driven development is an important strategic choice for China＇s New Normal and it needs both government and market playing roles during implementation. According to the theory of New Structural Economics, enterprises should own viability and impel technology innovation and industrial upgrade with the changing of factor endowment structures. This process needs the market to play a decisive role in resource allocation, and due to problems such as late-mover advantage and market failure, the government needs to choose industrial policies, supply public goods, compensate externality and coordinate production correctly.
