文章概括分析少数民族地区扶贫开发历程和新发展理念内涵,指出少数民族地区扶贫开发面临的困境是生存环境与发展空间之间的落差、资源利用与实际需求之间的距离、发展能力与现代化建设之间的矛盾等。文章认为,新发展理念与少数民族地区精准扶贫的政策导向、过程导向和路径导向方面存在价值契合,应从创新少数民族地区扶贫开发工作理念、梳理少数民族地区的发展优势和难点、整合少数民族地区的社会资源、发掘少数民族地区的发展潜力、改进少数民族地区的扶贫方法、提升少数民族地区持续发展内生能力等六方面建构少数民族地区精准脱贫策略,以促进少数民族地区脱贫成果共享,推进少数民族地区经济社会发展。

Firstly the article summarizes the development process of poverty alleviation and the connotation of the new development concept in the minority areas; then it points out that the poverty alleviation is facing the major difficulties such as the gap between the living environment and development space, the distance between resources utilization and the actual demand, the contradiction between development ability and the construction of modernization. The analysis shows that there are value fitness among policies- oriented,process-oriented path-oriented in precise poverty alleviation. We should start from innovating the concept of poverty alleviation, sorting out the advantages and difficulties, integrating the social resources, exploring the potential, improving the method of poverty alleviation and enhancing the sustainable ability of the minority areas, So as to promote the share of achievement poverty alleviation and the improvement of the economic and social development of minority areas.
