摘要
自高等教育机构出现以来,就存在某种形式的质量保障活动。随着高等教育规模的不断扩大,高等教育的质量问题日益突出。学界意识到公众对质量的诉求,各国政府也采取一系列措施保障高等教育质量。其中,评估是世界各国关注和提高高等教育质量的重要手段。纵览国际高等教育界的质量评估,显现出共同特点:过程和基本目标趋同,但体系各异;国际组织迅速发展,国际合作日趋密切;由外部转向内部,关注学生体验。当前,我国高等教育已进入以提高质量为核心的内涵式发展阶段,教育部顶层设计"五位一体"评估制度,对传统评估范式做出深刻变革,进行实践探索。
Since the emergence of institutions of higher education,there has been some form of quality assurance activities. With the expansion of higher education,higher education quality has become increasingly prominent. The academic circles have realized public demands for quality and governments have taken a series of measures to ensure the quality of higher education. Among them,the assessment is an important means of attention around the world and to improve the quality of higher education. Overview the international quality assessment of higher education,they are showing the common characteristics: convergence in process and orientation but varies in system; rapid development of international organizations increases international close cooperation; attention is paid to student’experience from external to internal. At present,higher education in China has entered the stage of improving the quality as the core task,the top design of "Five-in-One"evaluation system has reformed the traditional assessment paradigm and carried on the practice exploration.
