摘要
"十二五"期间我国城市空气质量明显好转,大气主要污染物总量控制取得积极进展。但当前大气环境形势仍十分严峻,传统煤烟型污染尚未解决,以颗粒物、臭氧引发的区域性复合污染日益严重。结合当前环境管理需求,从城市空气质量达标、重污染天气应对、严格控制燃煤污染、控制挥发性有机物排放、强化区域联防联控等方面提出大气污染防治建议。
Air pollution prevention was effective during twelfth five-year with urban air quality improved significantly and total emission pollutants control made positive progress. Currently, there are still air pollution problems of unresolved coal-burning pollution and the regional compound pollution caused by PM and O3. Combining environmental manage requirements, proposed measures for air pollution prevention have put forward, including air quality strategy of city, response to heavy pollution weather, coal-burning control, VOCs emission control and joint prevention and control of regional air pollution.
